China hacks in DHS computers...DHS "it's not our fault"

Another wonderful goof by the Department of Homeland Security. Chinese hackers have apparently hacked into their computer system and stole 'many megabytes' worth of data. Of course it wasn't DHS's fault, though. It was their SUB CONTRACTORS fault according to the Subcommittee on Emerging Threats, Cybersecurity, Science and Technology.
"..the contractor [Unisys Corp] charged with securing the department's networks attempted to COVER UP the breaches, according to Congressional investigators who have asked the department's inspector general to investigate the computer security breaches

"Unisys Corp., which for $1.75 billion was supposed to install and monitor network intrusion devices for the Transportation Security Administration and at DHS headquarters, but failed to install and monitor the devices properly" reuters
Maybe it's me, but shouldn't all these networks be 'secured' by employees of the government itself? Not contractors! The reports after 9/11 all came back claiming that our 'departments' weren't communicating with each other. That the bureaucracy stifled intelligence sharing. Aren't we just running into the same problem? Where is the OVERSIGHT?

We're outsourcing our satellites, jobs, soldiers, our wars...everything. How in the world is Homeland Security going to protect our nation from an 'external' threat when they can't even get the basic foundations set properly. Homeland Security was created to become the 'hub' for the rest (CIA,NSA,FBI,ATF)..all of them. Meanwhile, they've just created another level of bureaucracy to muddle through. Ridiculous, the incompetence never fails...

At least House Homeland Security Committee chairman Bennie Thompson (D-Miss.) seems to get the bigger picture.
"The department is the victim not only of cyber attacks initiated by foreign entities, but of incompetent and possibly illegal activity by the contractor charged with maintaining security on its networks"
Have you heard about our 'stranded' troops in Iraq?

Same Players. Different Scandal.
